Our History

The roots of Financial Council, Inc. (FCI) date back to 1957, when Howard Leeb, affectionately known as Bud, opened and ran his first regional office for an independent investing firm in the heart of Towson, MD.  Refusing to be bound to one single product, Bud embodied the true spirit of the independent advisor community.  His focus on advice-driven planning laid the groundwork for today's FCI.   

In 1982, Bill Leeb joined his father's firm and together they created FCI, seeking to build a true "council" of advisors whose core beliefs around investing and independence matched their own.  Bill and Bud felt strongly that education is the key to investor success, and that belief remains a cornerstone of FCI's presence in our community.  Our team has become a fixture at some of central Maryland's leading organizations, delivering customized, on-site investor education programs. 

As president of FCI, Bill has carefully chosen and mentored an honest, caring staff of experienced advisors and support personnel.  Each team member understands and appreciates the trust clients place in FCI when they choose us as their wealth management partner.  To that end, providing exceptional client service is paramount in all aspects of our interactions with those who entrust us with their retirement.
